Less than you may think. The only legal requirements are having your water heater correctly strapped, and working smoke detectors up in all sleeping areas. Thats it. Here are some other items youre NOT legally required to do, though most homebuyers expect them:
Low-flow Toilets
The City of San Diego used to require that all toilets were low flow when a home sold. The law changed, allowing an owner to transfer responsibility to the buyer.
Termite / Pest Control Clearance
Contrary to popular belief, its not required by law or for most loans.
Health & Safety
Theres no requirement for health and safety issues to be corrected.
Systems In Working Order
Up until some 10 years ago, the standard California purchase contract required plumbing, heating, etc. to be operative.
