What you’ve heard is normal, legal, and the way it’s been done for 30+ years.
Proposition 13 specifically authorizes each California tax assessor to raise real estate assessments and values by 2% per year.
If you feel that your home or rental property is worth less than the assessed value, you can appeal your assessment and get it lowered if they agree. And the county is very reasonable and realistic when they review these appeals.
So don’t get all worked up : )
