A buyer’s agent does not have a legal, ethical, or other obligation to write an offer for you or anyone. It doesn’t matter if the offer is below, at, or above market.
You’re probably getting the duties of the buyer’s and seller’s agents confused. The only obligation is that the SELLER’S agent must present all serious, non-frivolous offers to the seller. And that duty is to the SELLER, not the buyer.
So as you can see her actions were neither unethical nor illegal.
Understand that a real estate agent is a businessperson. Time is money and they must make choices about the best use of their time. And that would not be to write frivolous offers with virtually no chance of acceptance.
